090: What is ITS’s spam policy?
ITS does not, and will not, sell or distribute student, faculty, or staff email addresses to outside parties.
Mines does not want to contribute to the overall spam problem, so all campus email systems are configured to prevent their use as an open relay. (In other words, ports that spammers can use to hide their tracks are closed). Servers detected with open relays will be disconnected from the campus network until the relay is closed. Using Mines computers or network to originate or transmit spam is prohibited and exposes the sender to disciplinary action.
ITS policies regarding incoming unsolicited email are governed by the (sometimes conflicting) demands of the community. Efficient spam management is balanced with the principle that individuals should have as much control over spam management as possible. Centralized blocking of sites or addresses, especially when based on individual complaints, is generally only effective for known spam originators or to control some virus outbreaks. This practice raises privacy and spam-management issues for other users. ITS policies regarding spam blocking, filtering, origination, and management are as follows:
Where technically feasible with the systems in place, individual users should have as much control as is practical to determine whether email identified as spam is delivered, whether to opt-out of email scanning for spam identification, and in the management, filtering and disposition of spam.
- ITS will perform site-wide spam blocking to block known spammers based on blacklisting services. This cannot be disabled.
- ITS will perform site-wide spam blocking to prevent denial of service, virus, and other resource attacks. This cannot be disabled.
- Individuals may control their own spam filter settings, whitelists, and blacklists, by establishing a quarantine mailbox account (see links, below).
- ITS will perform default site-wide spam blocking based on the analyzed content of messages. Individuals can override this blocking by whitelisting specific addresses or domains.
- ITS will manually perform default site-wide spam blocking based on ITS staff evaluation and determination of intent, as necessary to reduce unsolicited commercial email. Individuals can override this blocking by whitelisting specific addresses or domains.
- With the exception of the default blocking as specified above, ITS will not knowingly prevent delivery of email messages based on their content being identified as spam.

Although ITS provides default spam identification and filtering services, the responsibility for ultimately determining what qualifies as spam and dealing with if effectively rests with individual receiving the emails. Origination of spam from, or through, systems connected to Mines network is prohibited. ITS will remove unauthorized mail relays or email proxy systems from the campus network when they are discovered.
